Attribute B Grade?

Hello , I do not understand how come that I can put attributes on some items and on some other I simply cannot? 
 In Website it is written Weapons from B grade , and yet I could Put attribute to B grade Dual Daggers , but I cannot put anything to Dual Blunts. Is it a bug? Or some sort of feature? If you cannot simply put some attributes to B grade items the people should know. Because by trusting site I bought B Duals : War Axe* War Axe which is now wasted , because I simply cannot put attribute stones. Please , check this issue!
