Exclude NPC buffs from the VIP system, meaning any player without a level limit can use adventurer buffs, the basic buffs. In fact, I would remove vampiric rage from the buff list, thus giving more prominence to health potions and healing skills for many classes.

Why?

I understand that the server needs a means of funding for its work, so far so good. However, the in-game price of Master Coins has increased too much and makes it extremely difficult for new players to advance, as it is limited to level 30.

Basically, it would be to maintain the VIP format, in terms of EXP, drops, dual boxes... and those without VIPs would have the basic buffs with no level limit, but these would only last for 30 minutes (VIPs would have 60 minutes). Again, even though I'm a melee player, I would remove the vampiric aspect of these buffs. There would be more trading of potions and elixirs, and the game would be a bit more hardcore.

Vampiric is the only useful buff from the noob buffs. Are you suggesting making the noob buff completely useless? Have you thought about how much we'll have to spend on healing potions when hunting solo (x1 rates)? I don't like your idea at all.

Potions exist for a reason. We've also talked about parties with healers, there are also many classes with self-healing, and finally, monsters drop health herbs that fully heal you. If you want to play solo, you won't have much difficulty in the open field; obviously, you'll suffer in dungeons against monsters with 3x or 4x health...

Is the Vampiric a help? Of course. Is it a big loss? Not really.

In any case, the Vampiric is the least of it; it was meant to add a touch of difficulty to the game, giving it more utility for healing effects and potions, even as a quest reward. The point here is to offer buffs to players without being limited to level 30 outside of Premium; that's the real point.
