one more thing the admin says "we dont put limit because russians can easily passthrough the limit and play with how many they want" . One problem in what you are saying: you can easilly find the ones who are dual boxing and BAN them, so this mean that you really want to set up 9 boxes it doesnt matter if they have program to passby your limit, you are chasing your own interest and "the russian being able to have how many boxes they want" is just the excuse to cover up your true goal.
